Yes — Resumecraft is MIT-licensed at github.com/bensblueprints/resume-builder-mvp. The $19 buys the signed Windows installer and 1-click setup; building from source is free.
Does my resume data get uploaded?
Never. Resumecraft makes no network calls at all — your resumes live in a human-readable resumes.json under your OS app-data folder for you to back up yourself.
Does it do everything Zety does?
It builds, tailors and exports resumes locally with ATS-safe mode. What it does not do is charge you $23.70 every month to download your own PDF.
